In the village of Kazymukan, in the Tselinograd district of Akmola Region in northern Kazakhstan, local head Alpamys Abenov has taken action against people who dump trash bags on vacant lots and along other people's fences.

Identifying the dumpers often turns out to be straightforward. Receipts and other indirect clues left inside the bags can reveal who they belong to.

The method has produced results. With help from police, three owners of bags dumped on vacant land and along neighbours' fences have been identified. They received guidance and had administrative reports filed against them.

Local residents unhappy with the growing informal dumping sites have backed the effort. "Our main goal is not to punish," said Alpamys Abenov, head of Kazymukan village. "We want to instill a culture of cleanliness among residents and raise that culture. We will keep this work going."
