March 2024 — The South African municipality of Kannaland rules, by by-law, that bees count as animals you need a permit to keep.

The municipality may now decide how many hives you may have.

In March 2024 the municipality of Kannaland, in South Africa's Western Cape, brought into force a by-law controlling the keeping of animals.

The by-law's definition of 'animal' expressly includes bees — 'insects such as, but not limited to, bees which is kept or under control of a person.' Except for pets, keeping an animal requires the municipality's written permission, and doing so without it is an offence.

The municipality may set the number of beehives, and may specify the kinds, numbers and sexes of animals that may be kept, and the areas where they may not. Dogs and cats are limited, without permission, to two each. Hawking animals from the street or a vehicle is also forbidden.
