Greenland municipality built a staircase without a permit — on the mayor's word

In Avannaata Kommunia, Greenland, construction of a staircase at a planned future dock site in Itisuarsuk began before the required land-use permit was issued.

On December 29, 2025, a municipal director told staff to get the stairs built, citing it as "the mayor's wish." Work started the next day, contracted to EJ Sanasut ApS.

The land allocation permit wasn't approved until January 8, 2026 — eleven days after construction began. Section 37 of Greenland's Inatsisartut planning law states that no public land may be repurposed without authorization from the land authority.

The director's written order read: "It will be fine if you, with an advisory craftsperson, can get the stairs made. It is the mayor's wish that it be done." Mayor Lars Erik Gabrielsen (Social Democrats) said he didn't know the exact costs but that staff deemed the work feasible within the operating budget. The municipality's technical committee wasn't briefed until June 8, 2026, and the municipality did not respond to questions about the legal basis for starting before the permit was granted.
